In brief
Transport of granulate and recyclates from Poland to Germany and Austria faces a deep reconfiguration after 2026. PPWR forces recycled content into DE/AT packaging → growth in recyclate shipments from PL. PPLP (Regulation 2025/2365) introduces mandatory pellet loss prevention procedures. German shippers have been requiring OCS Europe certificates since 2024 — the German industry is ahead of the EU regulation. Polish carriers without implemented PPLP procedures will be excluded from tenders from 2027. Structural changes in the PL → DE transport segment
Change 1: Shift in the recyclate vs virgin share of volumes
Before 2026: ~80% virgin material, ~20% recyclate (mainly R-PET for selected applications). After PPWR (2026-2035): a gradual increase in the recyclate share to 40-60%.
Consequence for the carrier: the need to dedicate part of the silo trailer fleet to food-grade (a premium-priced segment), investments in batch traceability procedures.
Change 2: Growth in total volume
Mandatory recycled content + growth of domestic packaging production in DE/AT (replacing imports from Asia) = an overall increase in the pellet volumes handled in the PL → DE chain.
Industry estimates: significant volume growth in 2026-2030, +80-120% by 2035.
Change 3: Shorter routes
Previously: a significant share of routes went PL → sea port (Gdańsk, Gdynia) → DE by sea. After the waste export ban: direct road transport PL → DE within the EU. The average run length drops from ~1,000 km to 500-700 km, and frequency increases.
Change 4: Certification premium
From 2027, carriers with OCS Europe + RecyClass + SQAS Transport will be selected preferentially by DACH shippers. The price premium is estimated at 10-15% over uncertified rates. Carriers without certificates — gradually pushed out of the segment.
What German shippers are already requiring today
The standard scope of requirements in German RFQs since 2024-2025:
Mandatory certificates:
- ISO 9001:2015 (DEKRA, TÜV, or equivalent)
- SQAS Transport (Safety & Quality Assessment System — the Cefic industry standard)
- OCS Europe (from 2025-2026 required by most chemical plants in DE)
Preferred certificates:
- ISO 14001 (environmental)
- RecyClass (for recyclates)
- ISCC PLUS (mass balance tracking in the supply chain)
Equipment and fleet:
- Dedicated silo trailers (not switched between granulate ↔ cement/lime)
- Euro 6 vehicles (or lower-emission — Germany is planning low-emission zones in major cities)
- On-board equipment compliant with PPLP
Personnel:
- Drivers trained in PPLP procedures
- DE/EN communication (EU VAT invoice in EUR, correspondence in German)
- Experience with German documents (CMR with batch number, certificates)
Operations:
- Digital CMR (e-CMR) — most German plants from 2026
- Batch traceability (batch number, certificate, photograph)
- Incident reporting system (24h response, documentation)

Every route can be completed in a one-day cycle from the Chorula base — with the exception of the most distant plants (Munich, Vienna), where a 2-day cycle with an overnight stop is required.

Q3-Q4 2026 (before PPWR enters into force and the November export ban):
- Determine the preferred recyclate composition in packaging (what PCR content percentages)
- Identify recyclate suppliers in PL (R-PET, R-HDPE, R-PP)
- Negotiate framework transport contracts with a certified carrier
Q1-Q2 2027 (first rigorous PPLP audits):
- Verify the OCS Europe certificate of all transport subcontractors
- Implement a batch traceability system (e-CMR + photograph)
- Build an operational buffer in case of supply chain changes
2028-2030:
- Plan for the second recycled content threshold (30% PET bottles in 2030)
- Optimise routes for the availability of certified carriers
